Not sure about finance but in general if the hiring manager have people they’re interested in internally they likely reach out to them first.

I’ve heard some firms are forced to post externally and will even interview a few people despite knowing they have an internal candidate in mind

I can affirm that this is true but it usually is for slightly more senior roles
